There is reason for considerable die-sætis-
faction with the 'hand to mouth' system by which the Cadet REGS 15 MAY II Service has hitherto been recruited in this Colony. This
system (or rather want of system) has been largely due to the fact that there has been no routine with regard to leave and acting appointments; and, as Your Excellency has now deter- mined (vide 0.8.0. 274/11) that in future as far as possible acting appointments should be filled departmentally, I have worked out and submit tables showing what are the requirements of the Cadet Service in this respect.

preface I would note the following points:-
(a)
The scheme applies only to poste to which Cadete have (or as I venture to submit ought to have) preferential claims, and therefore the Police department is not included as that service will thereafter be recruited from the ranks of the
Police Probationers:
(b) The scheme is based upon the fact that after 5
years service an officer is entitled to 15 months leave, viz: 5 months full pay and 10 months half pay on account of 54 year resident service, thue in sach cycle of six years an officer is entitled to a total of 9 months full-pay leave and 10 months half pay leave:
(c) No provision is made for sick leave as this
could probably be arranged for by doubling work or by some other, expedient; but this omission is a strong reason for maintaining
not less than the full staff of passed cadets, which the scheme
shows to be necessary, in order to provide for ordinary routine,
as otherwise accidents and unforeseen circumstances (e.g. leave
on urgent private affairs) would severely dislocate the service.
I have divided Cadet appointments into two clasi
(a)
(1) those in which a knowledge of Chinese le
necessary,
(ii) those in which a knowledge of the law is
necessary.
